In a decisive move to deepen digital governance and bridge last-mile connectivity gaps, the Government of Gujarat on Monday signed a Letter of Intent (LoI) with SpaceX subsidiary Starlink Satellite Communications Private Limited to deploy high-speed, satellite-based internet across remote, tribal, border and underserved regions of the state.
As part of a pilot project, Starlink’s broadband services will connect Common Service Centres (CSCs), e-Governance facilities, government schools, Primary Health Centres (PHCs), tele-medicine centres, district disaster management control rooms, ports and wildlife sanctuary areas.
The initiative is expected to play a critical role in advancing digital inclusion in tribal belts and Aspirational Districts such as Narmada and Dahod.
Officials said it will ensure faster and more reliable delivery of government services, while strengthening connectivity for police outposts, disaster response systems, wildlife monitoring and agricultural research centres.
Smart connectivity will also support education in government schools and enable rapid access to healthcare and tele-medicine services in remote regions.
The LoI in this regard was exchanged in Gandhinagar in the presence of Chief Minister Bhupendra Patel and Deputy Chief Minister Harsh Sanghavi.
Industries Commissioner P. Swaroop signed on behalf of the state government, while Prabhakar Jayakumar, Head of Starlink India, represented the company. The initiative follows a preliminary meeting held in December 2025 between the state leadership and Starlink Operations Vice President Lauren Dreyer.
Beyond service delivery, the LoI includes plans for joint capacity-building programmes for government agencies, schools and disaster management teams. Connectivity will also be strengthened across GIDC industrial parks, highway safety systems, maritime and port infrastructure, and coastal police operations.
To ensure seamless implementation, a Joint Working Group comprising representatives from the state government and Starlink will be formed to oversee rollout, coordination and future expansion.
